"She",who Kojiro(James) refers, is Rumika (Jessebelle).
This happen after Musashi(Jessie) being not accepted in the nurses Chansey School(xD), and after James left his home.
They meet for the first time during the inscriptions on Pokemon Tech.

Me: *interviewing Jessie, James, and Meowth who recently bolted from Team Rocket* Nice, James. You just HAD to make a bad impression on Jessie when you guys first met all those years ago.
James: *exsperated sigh, puts hand over face* Max, I already told you about this during the first half of the inteview. I swear to God that Jessie looked like Jessebelle. But nowadays, I can easily tell them both apart. Trust me, Jessie. Back then, I didn't know any better. Please accept my apology.
Jessie (now voiced by Colleen Clinkenbeard for some strange reason): *understanding sigh & nod* Okay, James. I understand, and I accept your apology. *The two of them hug, and I right down on a piece of posterboard, "Go, 'Awwwwww!'" to the audience."
Audience, Meowth: Awwwwwww!
Dawn, Misty, May, Bianca (BW version), Cassidy, Cilan, Brock, Ash, and Harley: *crying like Timon & Pumbaa, and blowing their noses*
Timon & Pumbaa: *crying like tey did as "Can You Feel The Love Tonight" ends*

It wasn't til the 5th panel that I remembered Jesse and Jessebelle are basically mirror reflections of each other and that that's who James has mistaken his future teammate for!!
